Blackboard has resolved the issue with Connect. Messages are being sent again.
Blackboard has reported that no Connect messages are currently sending. All messages result in an error stating: "This notification did not have message content for available mode(s). Message not sent." Blackboard engineers are currently investigating. Updates will be provided as they become available.
